上海商業儲蓄銀行簽署赤道原則 提升永續金融韌性

  上海商銀為與國際趨勢接軌,深化金融影響力,並推動產業永續發展,於2022年10月11日正式簽署加入赤道原則協會,成為全球自願性簽署之會員銀行之一。未來上海商銀將依循赤道原則加強管理企業授信案件潛在之環境與社會風險,推動企業夥伴履行環境保護和社會責任義務,並持續提升永續金融韌性。

  赤道原則為國際金融機構判斷、評估和管理專案融資環境與社會風險的行業標準。上海商銀正式簽署成為赤道原則協會會員後,將於授信審查時評估案件之環境與社會風險,要求中高風險案件客戶執行第三方環境和社會風險評估,並提交環境社會風險評估報告,再由銀行定期監測控管,確保資金用途不會對環境與社會產生重大負面影響。

  隨著環境與氣候變遷議題對全球社會經濟的影響日益增加,環境與社會風險成為企業夥伴需面臨的經營挑戰之一,而金融業者應發揮市場資金引導者的角色,引導企業重視環境、社會及公司治理 (ESG)議題,並積極協助企業永續轉型。上海商銀長期將ESG精神融入營運管理中,並已完成制定「永續發展政策」等規章。於辦理企業授信時,營業單位須評估及揭露申貸企業之環境保護、社會責任及公司治理等風險因子、永續負面訊息之後續改善規劃及可能的衝擊,併入申貸案件准駁之審核流程;若客戶主要營業項目或行為屬高風險因子者,不宜承作,已承作部份應逐步收回。

  此外,上海商銀也致力於推動六大核心戰略產業及綠能產業等投融資業務,2021年太陽能及綠能科技產業放款餘額超過250億元,國內具ESG性質之債券投資超過460億元。2021年連續榮獲MSCI ESG A級之評級及TCSA企業永續獎-企業永續報告獎金獎,同時滬港台”上海銀行”也共同簽署綠色金融戰略聯盟,合作加強推展綠色金融,提高綠色金融業務比重。

  簽署加入赤道原則協會為上海商銀落實永續金融之重要里程碑,未來將加速接軌國際永續金融趨勢,持續秉持「服務社會,輔助工商實業,發展國際貿易」的經營宗旨,並以「因應氣候變遷,聚焦綠色金融,實踐環境共融」為主要推動方向,打造出更穩健且具有韌性的銀行。


The Shanghai Commercial and Savings Bank Adopts the Equator Principles Advancing the Resilience of Sustainable Finance

  To enhance the financial impact and industrial sustainable development along with the international trends, The Shanghai Commercial and Savings Bank, Ltd. (SCSB) signed to join the Equator Principles Association on October 11, 2022, becoming one of the Equator Principles Financial Institutions (EPFIs). In the future, SCSB will enhance environmental and social (E&S) risk management in corporate loans according to the Equator Principles and guide our clients to fulfill environmental and social responsibilities.

  The Equator Principles is a financial industry benchmark for determining, assess and manage environmental and social risks in projects. After joining the Equator Principles Association, SCSB will assess the E&S risks when financing projects, requesting an independent review carried out by independent E&S consultants for the loan projects with medium to high E&S risks. SCSB will also conduct regular follow-up monitoring to avoid causing significant risks to the environment and society.

  Climate change has increasingly posed severe risks to society and economics in the world, becoming one of the challenges that corporate partners need to face. Hence, the financial industry needs to act as the driver for corporate sustainable transition, exert the role of funds, and encourage its corporate clients to pay attention to environmental, social, and governance (ESG) issues. SCSB has fulfilled the spirit of ESG in its operation management and formulated “Sustainable Development Policy”. Based on the policy, the business units must consider and disclose corporate loan clients' possible impacts on ESG risk factors, negative information, and related subsequent improvement plans. Possible impacts are evaluated and integrated into the review process for approval of loan application. If the main business item or behavior of the client is a kind of high-risk factor, no loan must be granted to such clients.

  SCSB, besides, strives to provide green and sustainable products and services, including investments and loans for six core strategic industries and green industries. As of December 31, 2021, the outstanding loan balance of the solar industry and green technology industry has reached NT$25 billion and investments in domestic corporate ESG- related bonds have exceeded NT$46 billion. Furthermore, SCSB, in 2021, was still honored with the MSCI ESG Grade A and TCSA (Taiwan Corporate Sustainability Awards) – Corporate Sustainability Report Golden Award. SCSB also signed the Green Finance Strategic Alliance at the Tri-Shanghai Banks Annual Meeting in 2021. “Shanghai bank” in China, Hong Kong, and Taiwan pledged to promote green finance and increase the weight of the green finance Business.

  It is a milestone for SCSB to join the Equator Principles Association. As the operating purpose of “to serve society, to support industry, and to promote international trade”, SCSB will not only accelerate to gear to international standards but also construct a blueprint for environmental sustainability, with the main direction of “Correspond to climate change, focus on green finance, implement environmental inclusion.” to build a more stable and resilient bank.
